Congresswoman Lois Frankel took to the House floor again urging Congress to address skyrocketing flood insurance rates.  Frankel called on the House to consider the bipartisan Homeowners Flood Insurance Affordability Act, which would delay flood insurance premium rate hikes by four years for homeowners.
